The SECO-WCO GTFP launches its Phase II in Morocco, providing Technical Assistance on Artificial Intelligence and Machine Learning for Risk Management to Morocco Customs

The SECO-WCO Global Trade Facilitation Programme (GTFP) officially launched its second phase with a country-specific support programme in Rabat, Morocco, on 19 May 2025. During the launch event, the country-specific objectives were presented, focusing on enhancing risk management practices through the implementation of advanced data analytics techniques to improve trade facilitation and compliance. All key stakeholders, including the Ambassador of Switzerland to Morocco, attended the ceremony.

The inaugural activity under this support was a technical assistance mission from 19 to 23 May 2025, aimed at assessing the current operational and technological landscape of the Administration of Customs and Indirect Taxes (ADII). The mission sought to identify areas of opportunity and challenges for integrating Artificial Intelligence (AI) and Machine Learning (ML) into risk management processes.

The technical assistance workshop enhanced the Customs Administration’s capacities in risk management and data analytics. Participants gained practical knowledge and tools to apply advanced data analytics techniques to risk assessment. These will enable more targeted and efficient cargo inspections, enhancing both the effectiveness of operations and the facilitation of trade. The participants successfully integrated a first draft of a strategic roadmap to guide the phased adoption and integration of AI/ML technologies in Customs risk management operations.

The WCO will continue to support Morocco in advancing its data and risk management frameworks, as well as in developing a national strategy and implementation plan integrating AI and ML into Customs operations.
