The Mutual Recognition Arrangement/Agreement (MRA) Strategy Guide assists Members with the development of MRA plans, negotiations and implementation thereof. The Guide includes, among others things, a comprehensive strategic approach to MRA laying down a clear vision and roadmap with a set of activities to be undertaken to reach the pre-defined goals in terms of planning, negotiating, and implementing MRAs with partner Customs administrations. It sets out some of the key enablers that are required for a successful MRA negotiation and implementation with working examples and best practices. In addition, the Guide recommends a regional or plurilateral approach to MRA as the way forward. This approach would reduce/eliminate the need for a number of bilateral MRAs and associated administrative costs of negotiation and implementation.
