Since April 2024, the Container Control Programme (CCP) and the Airport Communication Project (AIRCOP) have been merged into the Passenger and Cargo Control Programme.
The CCP was initiated in 2004 by the WCO and the United Nations Office on Drugs and Crime (UNODC), whereas AIRCOP was launched in 2010 with funding from the European Union (EU) and Canada and is today managed by the WCO, INTERPOL and UNODC. These two initiatives foster international cooperation and communication among various national enforcement bodies, facilitated by secure communication tools.
The Passenger and Cargo Control Programme is structured around the following activities:
- Establishment of Joint Airport Interdiction Task Forces (JAITF), Port Control Units (PCUs) and Air Cargo Control Units (ACCUs).
- In-depth training and mentoring of specialized units, covering basic to advanced risk profiling and intelligence for targeting purposes.
- Promotion of a global network of cooperation among PCUs, ACCUs and JAITFs through secure and efficient information exchange.
The PCCP benefits from donor support, ensuring long-term capacity building and operational effectiveness in combating globalized crime. WCO Members interested in participating in the Programme should contact the WCO and UNODC Programme Coordinators.
