Rules of origin are now more topical than ever. They have become a prominent feature of today’s trading system, particularly in the context of the various regional trade agreements being negotiated around the world. Rules of origin enable preferential agreements to be implemented, and this promotes the development of trade and encourages investment.

The application of rules of origin should not create new or additional administrative burdens for international trade operators or for Customs administrations. On the contrary, simplification measures should be explored. In keeping with the spirit of the Revised Kyoto Convention on the simplification and harmonization of Customs procedures, a balance needs to be struck between the requirements of Customs and measures to facilitate trade.

The major objective of the Conference is to share experience and exchange views on origin practices, on origin-related procedures and on Customs’ role in fostering FTA utilization. The Conference will provide a platform for future dialogue and cooperation between the public sector, the private sector and academia in the area of origin, and last but not least, forge new partnerships and encourage the exchange of knowledge between Members, private stakeholders and the academic community.

Participants will include representatives from Customs administrations, international organizations such as the Inter-American Development Bank, the International Chamber of Commerce, academic institutions, as well as private stakeholders and other interested parties.
