Successful Implementation of the WCO e-learning programme within the Ethiopia Revenue and Customs Authority

The WCO e-learning programme is installed and running within ERCA. The pilot has been launched on Monday 3rd August in Kality Customs Office which is the country biggest Customs office representing more than 70% of the ERCA revenue collection. 200 upon 250 staff will follow a 30 hours e-learning programme in the next 2 months on a basis of two hours session, twice a week. This continuous e-training set up will disseminate training on all the basic concepts of Customs and will be replicated to the whole country after the end of the pilot and its review.

Moreover, a specific Post Clearance Audit training, in a blended training form, has started the next week for the 8 selected officers who will introduce this new activity within the ERCA modernization initiatives. They will go through the e-learning case studies dedicated to this subject before receiving classroom training by an expert. They will go and proceed in firms as from the next days.

The ERCA is taking efficient steps to sustain its capacity building initiatives owed to an energetic blended learning strategy that will provide continuous Customs training to its entire staff. It is clearly moving toward the establishment of a wilful learning organization within ERCA, paving the way for the other national governmental agencies.

This major shift in the ERCA human resources development and management has been made possible owed to the long-term cooperation settled within the framework of the agreement between WCO and the Swedish International Development Cooperation Agency (SIDA) on support for the WCO Columbus Programme implementation in Sub-Saharan Africa. This sustainable support will enable to raise the ERCA training capacities in a comprehensive and efficient way as it will also drive a wide programme of training of trainers in Customs issues in the next few months.
