Enhancement of ASEAN connectivity with the Asia Cargo Highway

At the invitation of Director General Pen Siman of Cambodia Customs, WCO Secretary General Kunio Mikuriya participated in the ASEAN-Japan Director-General/Commissioners Meeting on Trade Facilitation that was held in Phnom Penh, Cambodia on 28-29 April 2011.

Mr. Keat Chhon, the Cambodian Deputy Prime Minister and Minister of Economy and Finance opened the Meeting. Directors General of 10 ASEAN countries and Japan adopted the Statement of Chairs containing the concept of an "Asia Cargo Highway" as a long-term goal to create seamless flows of goods in Asia, in line with the Master Plan on ASEAN Connectivity endorsed by ASEAN leaders in October 2010.

ASEAN Customs administrations will work with Japan Customs, the Asian Development Bank (ADB), the Japan International Cooperation Agency (JICA) and the WCO to identify priorities through policy consultations to realize the Master Plan on ASEAN Connectivity, the Asia Cargo Highway and other trade facilitation visions step-by-step.

The following priorities have been identified through policy consultations: Customs modernization including the implementation of the WCO Revised Kyoto Convention; risk management supported by the WCO nCEN; establishment of an AEO programme with a network of mutual recognition agreements; establishment of national Single Windows (SW) and an ASEAN SW with international interoperability; and a Time Release Study (TRS) based on the revised WCO TRS Guide.These priorities are in line with the ASEAN policy goal but also based on WCO instruments and programmes.
