GAPIN Project – CITES/Integrity Workshop

6-10 December 2010 – Mombasa, Kenya

The WCO Secretariat held a CITES/Integrity Workshop in Mombasa in which 14 Sub Saharan African countries participated, namely: Botswana, Burkina Faso, Cameroon, Ethiopia, Egypt, Kenya, Mozambique, Namibia, Nigeria, Rwanda, South Africa, Tanzania, Uganda and Zambia.

The GAPIN Project focuses on the illegal trade in wildlife, especially great apes, and on the enhancement of Customs integrity in the area of CITES enforcement.

The Workshop provided participants with a complete set of information on the CITES Convention, risk assessment techniques, identification of species and new smuggling routes. It also introduced the WCO Integrity Strategy and allowed for the examination of case studies demonstrating the link between CITES fraud and integrity.

The Workshop was conducted by an expert from the WCO Enforcement Sub-Directorate and an expert from the Capacity Building Directorate, in co-operation with the CITES Secretariat, Belgian Customs and the Pan African Sanctuaries Alliance (PASA). The Regional Office for Capacity Building (ROCB) and Regional Intelligence Liaison Office (RILO) for the East and Southern Africa Region were represented and proved to be instrumental in the smooth running of the event.

Participants were encouraged to create a network and start sharing information with each other. We are very pleased to report that such a network has been created and that information is already being exchanged on a regular basis.

The GAPIN Project, which is sponsored by the Swedish Ministry of Foreign Affairs, will include other activities involving both Directorates and will be finalized at the end of March 2011.
