Greater cooperation between WCO and Oceania Customs Organization

At the invitation of Mr. Kulu Bloomfield, Head of the Oceania Customs Organization (OCO) Secretariat, WCO Secretary General Kunio Mikuriya attended the opening of the OCO Annual Conference held in Port Moresby, Papua New Guinea on 2 May 2011.

Twenty-three Customs administrations from mostly island economies in the Pacific are members of the OCO, including seven WCO Members.Under the chairmanship of Commissioner Gary Juffa of Papua New Guinea Customs, the Conference was aimed at improving capacity building and Customs cooperation.

The WCO is enhancing cooperation with the OCO in the area of capacity building, in particular through the WCO Regional Office for Capacity Building (ROCB) for the Asia Pacific region based in Bangkok while the OCO seeks more synergy with WCO activities.

Minister for Education in Papua New Guinea H.E. James Marape opened the meeting by underscoring the importance of Customs for the development of each economy and highlighted "Knowledge, a catalyst for Customs excellence" as the chosen theme of this year's OCO Conference, the same theme launched by the WCO for 2011. Secretary General Mikuriya explained the WCO's priorities and expressed his support for a regional approach in developing a pool of experts in the OCO.

After the opening the WCO Secretary General signed a licence for the use of WCO e-learning modules with Chief Executive Officer Jitoko Tikolevu of the Fiji Revenue & Customs Authority.
