Follow-up mission to Liberia on Integrity Pilot Project (Monrovia, 19-23 September 2011)

In January 2011, the WCO sent an initial mission to assist Liberia in carrying out a self-assessment focused on performance measurement, the pilot project identified. A second WCO mission went to Monrovia from 19-23 September 2011 to collect information from key players at Freeport, the Bureau where the project will be piloted.

By way of background, the Commissioner of the Liberia Bureau of Customs and Excise (LBCE) had contacted the WCO Secretariat following a presentation made by Cameroon Customs during the 9th Integrity Sub-Committee on a similar project, consisting of using performance measurement as a tool to fight corruption while increasing revenue collection and facilitation.

The pilot project, funded by the Swedish International Development Agency (SIDA), is being carried out in the context of a tripartite agreement signed between Ghana Customs, Liberia Customs and the WCO. The WCO mission was composed of an officer from Ghana Customs, an officer from Cameroon Customs and a WCO expert.

The project is based on the use made of IT in order to quantify the performance of officers directly involved in the Customs clearance process through specific indicators.

Liberia Customs will benefit from Cameroon’s expertise for the technical part of the project and will be assisted by the WCO Secretariat for the project implementation.
