WCO attended UNODC Expert Group Meeting on Model Border Service Academy Guide

Upon invitation from the United Nations Office on Drugs and Crime (UNODC), the WCO participated in an Expert Group Meeting on Model Border Service Academy Guide in the Jakarta Center of Law Enforcement Center (JCLEC), which is located in Semarang, Indonesia, on the 20th and 21st of March 2013. The meeting was attended by representatives from UNODC, the International Center for Migration Policy Development (ICMPD), the Lithuanian State Border Guards Service, the Tajikistan Border Management Staff College, the Turkish TADOC Academy and the Indonesian Police Academy. Mr. Jing CHENG, Technical Attaché at the ROCB AP, joined the meeting on behalf of WCO.

The meeting aimed to work towards a Model Border Service Academy Guide including infrastructure and curriculum components that could support the development of sustainable capacity in countries to create or improve national Border Service academies or similar training centers.

Mr. Jing CHENG contributed to the discussions by providing an overview of WCO and ROCB AP initiatives in the area of training and in the broader Capacity Building context, including the work on HR development and training curriculum development of WCO Regional Training Centers (RTC), including the idea for them to develop into centers of excellence in specific Customs topics, and guidelines for Customs National Training Centers (NTCs) which were recently discussed and adopted at the 4th Session of the WCO Capacity Building Committee. His presentation also covered the WCO PICARD Programme, e-learning and the annual WCO Capacity Building and training needs survey. Related to the specific topic of border control, Mr. CHENG also broadly introduced best practices from the global Customs community in the development of respective training modules, such as controlled delivery, Non-Intrusive Inspection, Green Customs etc. UNODC thanked Mr. Jing CHENG for his valuable inputs and expressed the hope to continue and further enhance the close co-operation with the WCO and the ROCB AP in the area of capacity building and training. Development work on the Guide will continue, too.
