A WCO Sub-Regional Workshop on Post-Clearance Audit (PCA) for the Eurasian Economic Union (EEU) was held from 28 September to 2 October 2015 in Minsk, Belarus.
Thanks to the financial support of the Japanese Customs Cooperation Fund (CCF/Japan), this Sub-Regional Workshop welcomed some 20 participants from the five EEU Member administrations, namely Armenia, Belarus, Kazakhstan, Kyrgyzstan, and the Russian Federation. Representatives of the EEU Secretariat also attended the event.
The workshop was officially opened through the keynote address by Mr. Juri Senko, Chairman of the Belarus State Customs Committee, in which he welcomed the event, underlining that it was the first of its kind ever organized in the EEU. He also pledged his continued efforts to support trade facilitation while protecting the domestic market through Customs duties and taxes, as well as effective PCA implementation.
The workshop introduced the importance of PCA and focused on its technical details. The participants were eager to build their knowledge of PCA international standards and actively participated in the workshop exercises.
The workshop provided an arena for information exchanges between participants who shared their professional experiences with actual cases of irregularities. These led to lively discussions, with a variety of viewpoints based on legal provisions and audit techniques.
The workshop concluded successfully with positive feedback from the participants. The close links they forged will contribute positively to enhanced future cooperation between the WCO and its Member administrations.
