Throughout the month of July 2016, the WCO carried out three diagnostic missions (5 days per country) in Tanzania, Rwanda and Uganda to assess the capacities of these Member-Administrations to effectively implement the EAC regional AEO programme.
During these missions, the WCO engaged with the various stakeholders comprising Customs Officials of different divisions, Cross Border Regulatory Agencies, and the private sector including national and regional AEOs. This engagement allowed the WCO experts in cooperation with the respective stakeholders to identify strengths and challenges related to the implementation of the regional AEO programme in each country. Thanks to this assessment, the WCO supported each Member-Administration with the development of a tailored roadmap that would address the identified gaps and enhance the implementation of the EAC regional AEO programme.
The designed roadmaps notably highlight the WCO capacity-building activities to take place in each country in the next 18 months.
These missions were carried out under the auspices of the WCO-EAC CREATe project, funded by the Government of Sweden.
