On Friday, 24 March 2017, the United Nations Security Council (UN SC) unanimously adopted UN SC Resolution 2347/2017 on the protection of cultural heritage in the event of armed conflicts. This Resolution has been described as ‘historic’ by UN Security Council Member States. Having witnessed the unprecedented level of looting and destruction of the cultural property, in particular in light of the shocking events in Syria, Iraq, Mali and other countries, the global community expressed its commitment to work together to prevent these heinous acts through this Security Council Resolution.

In September 2016 ERCA accepted a Mercator Programme Plan which highlighted seven Technical priorities that included support in advance rulings, risk management, post-clearance audit, time-release study, authorized economic operators, transit and domestic border agency. The WCO Mercator Programme is designed to provide a multi-year; iterative and results-oriented support to WCO members in the effective implementation of the WTO TFA, as part of a broader Customs reform and modernization agenda. In line with the seven priorities, the WCO undertook a PCA diagnostic mission in the framework of the HMRC-WCO-UNCTAD TFA Capacity Building Programme with the generous financial support of the Government of the United Kingdom through Her Majesty’s Revenue and Customs (HMRC).

The meeting took place in the Great Council of the Chiefs (GCC) Complex, a building of major significance to the people of Fiji. Seventy-eight representatives from 24 Members in the region attended the three-day meeting.

At the invitation of the Iceland Embassy in Brussels, WCO Secretary General Kunio Mikuriya spoke at the seminar on "Equal Pay Management System - The Icelandic Model" held at the EFTA Secretariat on 9 March 2017. The Icelandic standard on Equal Payment System was published in 2012 to create a system that could confirm that women and men, working for the same employer, are paid equal wages and enjoy equal terms of employment for the same jobs or jobs of equal value. The standard describes the process that companies and public institutions can follow in order to ensure equal pay within their organization with the purpose of using it for certification of equal pay management systems.

Under the auspices of the INAMA project, the WCO conducted a five-day mission in Kampala (Uganda) to make in-depth diagnostics about the capacity of the Uganda Customs administration to enforce the CITES Convention. This mission took place from the 20th to 24th February 2017. The Institutional Assessment Tool developed under the auspices of the WCO-INAMA project was used to conduct this diagnostic, which was based on the self-assessment conducted by URA.

On 20 December 2013, at its 68th session, the United Nations General Assembly proclaimed 3 March as World Wildlife Day to highlight the intrinsic value and contribution of the world’s wild animals and plants, and to raise awareness of the dangers some species face, particularly those that are protected or whose survival is endangered. The WCO wishes to add its voice in support of this important day, whose theme this year – ‘Listen to the Young Voices’ – aims to inspire young people around the world to actively participate in wildlife conservation efforts.
