WCO conducts a diagnostic on the capacity of Uganda Revenue Authority (URA) to enforce the CITES Convention

Under the auspices of the INAMA project, the WCO conducted a five-day mission in Kampala (Uganda) to make in-depth diagnostics about the capacity of the Uganda Customs administration to enforce the CITES Convention. This mission took place from the 20th to 24th February 2017. The Institutional Assessment Tool developed under the auspices of the WCO-INAMA project was used to conduct this diagnostic, which was based on the self-assessment conducted by URA. 

During the mission the WCO Delegation met with the Commissioner of Customs Mr. Dicksons Collins KATESHUMBWA as well as with relevant URA officers. The delegation also visited the Inland Container Depot Kenfreight and the Entebbe Airport.

Around twenty URA officers became familiar with the Logical Framework Approach (LFA) by taking part in a workshop where they successfully used this tool to draft an annual work plan for the further support to be received under the auspices of the INAMA project.

This mission represented an important step in defining the future cooperation between URA and the WCO in fighting illegal wildlife trade.
