WCO Project Management Mission to Seychelles

As part of the WCO Capacity Building delivery and support to its Members, the Seychelles Revenue Commission (SRC) benefitted from a Customs-specific training in project and change management which took place on 11 – 15 June 2018 in Victoria, Mahe. At this occasion, the WCO had the opportunity to deliver its project management training package, which was developed under the WCO-WACAM Project.

The training enabled 20 senior and middle level managers of SRC, including 17 female participants, to enhance their capacities in project management - to design, implement, monitor and evaluate modernization and reform projects within their administration. The workshop focused on core project management issues, including the project cycle, problem definition, project governance, logic modeling, risk management and stakeholder mapping.   

The workshop was highly interactive and was based on a mixed learning method, through the use of presentations alongside case studies conducted in groups on SRC-specific projects.  On the last day of the workshop, the participants presented their projects to a mock board, which included the WCO experts and the Commissioner of Customs. This required each project team to present and justify the relevance of a project based on a prepared Project Initiation Document.

In his closing remarks, the Commissioner of the SRC - Customs Division, Mr. Paul Barrack, expressed satisfaction with the level of commitment that SRC staff had demonstrated and thanked them for making the training successful. He expressed the SRC’s desire for further WCO assistance in project management and other areas of organizational capacity development. The training has laid the foundations to enable the SRC to develop its own project management methodology, and enhance capacities against the organizational project management framework.
