A WCO Accreditation Workshop for Expert Trainers on Customs Valuation was held in Baku, Azerbaijan from 4 to 8 June 2018, for English-speaking Customs administrations in the WCO’s Europe Region.
The workshop, hosted by the Regional Office for Capacity Building (ROCB), was designed to develop and identify facilitators capable of conducting technical workshops for the WCO on the topic of Customs valuation. 11 Customs officials from 10 WCO Member administrations were selected to take part in the event.
A number of the participants were identified as having the potential to be accredited as WCO Expert Trainers, capable of delivering technical assistance and capacity building programmes to Members in the area of Customs valuation. They were assessed on their relevant technical knowledge and application, presentation and facilitation skills, communication and advisory skills, overall knowledge of key WCO tools and instruments and their team working capabilities.
The event was organized as part of the WCO strategic approach to expand the pool of Member Experts in order to assist the WCO in the effective delivery of capacity building activities.
The WCO has developed a three-phased approach to the accreditation process for the pre-selected candidates: (1) pre-screening; (2) participation in a WCO accreditation workshop; and (3) final evaluation carried out by a qualified WCO Expert during an in-field mission.
At the closing of the event, the Head of ROCB Europe, Mr. Roger Hermann, presented to the WCO representative a set of Russian translations of the WCO’s Revenue Package materials which have been designed to assist Members in fair and efficient revenue collection.
