The Covid-19 situation has meant that unfortunately the WCO has not been able to deliver face-to-face physical training to its member, since March 2020. Whilst, many Customs Administrations are adapting to staff home-working and many have used the drop in trade and travel to access training. The Compliance and Enforcement Sub-Directorate of the WCO, has addressed this by quickly moving to delivering virtual training using a mix of its e-Learning material on CLiKC! and online training delivered via interactive web based training forums.

Heads of Delegation of some 130 World Customs Organization (WCO) Member Customs administrations took part in the virtual meeting of the 135th/136th Sessions of the WCO Council held on 25 June 2020. As a result of the disruption caused by the COVID-19 pandemic, the sessions followed a document-based approach with the online consultations focusing on discussions about urgent matters pertaining to the proposed corrigendum amendments to the 2022 version of the Harmonized System and the recommendations made by the 103rd Session of the WCO Finance Committee.

The COVID-19 pandemic has not halted the work of the Customs Administration of Bolivia on developing an Advance Ruling system, nor has it halted the WCO’s work to support this. An initial workshop to assist the Customs Administration of Bolivia in developing an advance ruling system for classification and origin was restructured to customized online working sessions. An advance ruling system for classification and origin will play a vital role in promoting trade facilitation and will meet the requirements of the WTO Agreement on Trade Facilitation.
