Under the auspices of the WCO/JICA (Japan International Cooperation Agency) Joint Project, East African Customs administrations have been making collective efforts in building a pool of experts and developing training materials to be used for more sustainable capacity building in East Africa. Burundi, Kenya, Rwanda, Tanzania and Uganda have participated in the “Master Trainers Programme (MTP)” and are currently making continued efforts in building their training capacity on Post- Clearance Audit (PCA).
The 18 participants took part in a series of progressive MTP activities under their Trade Facilitation and Border Control Project, to achieve the objective of the MTP. Through these activities, they improved their knowledge and expertise not only on the effective implementation of PCA but also on training techniques and competences to be Master Trainers. Even the COVID-19 could not stop their continued efforts as they started to meet virtually almost every week since May 2020 to continue to improve their training skills and materials with the participating experts from the WCO and JICA.
These so-called “Virtual Working Group (VWG)” now reached 21 times at the end of October where they completed the review of their training materials, taking into account the advice/suggestions offered by the experts from the WCO and JICA. The training materials will soon be subject to the final review by experts. Next step will be moving into the Phase 2 of the “Virtual Working Group (VWG)” from November 2020 focusing on improving their training skills and competences.
