Angola Looks Towards WCO Standards and Members’ Best Practices on Integrity

A technical assistance mission on integrity was held with the Angolan General Tax Administration (AGT) in Luanda, Angola, from 7 to 11 April 2025. The event was kicked off by Mr. Leonildo Manuel, Director of AGT, who emphasized the relevance and urgency of the integrity agenda, setting the tone for discussions throughout the week that aimed to promote integrity and the effective management of corruption risks.

WCO Member experts from Brazil and Spain engaged with AGT counterparts through two main workshops. The first was dedicated to the heads and members of AGT’s Internal Affairs Unit, reflecting a strong emphasis on specialization. The second workshop expanded participation to include AGT’s directors, managers, and technical staff. AGT's commitment to aligning with international standards and best practices promoted by the WCO was clearly demonstrated throughout the mission. The experts worked with AGT in advancing anti-corruption efforts and promoting integrity through:

  • Sharing effective techniques implemented with success by other Customs administrations;
  • Presenting immediate improvement strategies for integrity-related investigations;
  • Delivering best-practice training for technical staff, directors, and department heads;
  • Discussing methodologies for managing and processing integrity-related data;
  • Providing guidance on updating the profiles of professionals involved in integrity promotion and investigation.

Overall, the mission aimed to inspire and equip AGT professionals with practical, adaptable strategies tailored to the Angolan context. Feedback from participants at the end of the week demonstrated that their knowledge of WCO integrity instruments and tools was enhanced and that the exercise significantly contributed to AGT’s alignment with international best practices and strengthened compliance and operational standards.
