  • What is Securing and Facilitating Legitimate Global Trade

    The common globally accepted mission of Customs is to develop and implement an integrated set of policies and procedures that ensure increased safety and security, as well as effective trade facilitation and revenue collection. This is achieved through efficient and effective use of tools and information in dealing with the international movement of goods, conveyances and people connected with the goods.

    The WCO promotes certainty, predictability and security of the international movement of goods and people accompanying goods by establishing clear and precise standards, e.g. the WCO SAFE Framework of Standards to Secure and Facilitate Global Trade. The WCO also advocates the elimination of duplication and delays in international supply chains such as multiple reporting requirements and inspections. The WCO Data Model, and its Single Window potential, is a pivotal tool to achieve this.

    The Revised Kyoto Convention is the blueprint for modern and efficient Customs procedures and it supports the international trading system by creating predictability, efficiency and a level playing field that modern trade requires Globally Networked Customs and the SAFE Framework of Standards strengthen the cooperation between Customs administrations. The WCO’s efforts to create better Coordinated Border Management increase the cooperation between Customs and other government agencies.

    In partnership with Trade the WCO provides Customs administrations with the capacity to promote regulatory compliance in a manner that facilitates legitimate trade.
