Tools to assist with the classification in the HS

As the “keeper” of the Harmonized System, the WCO makes several tools available to their Members and to the public to assist with the classification of commodities in the Harmonized System.  The pertinent tools that facilitate classification in the Harmonized System are as follows :

  • Explanatory Notes

    The Explanatory Notes (5 volumes in English and French) do not form an integral part of the Harmonized System Convention. However, as approved by the WCO Council, they constitute the official interpretation of the Harmonized System at the international level and are an indispensable complement to the System.

  • Compendium of Classification Opinions

    The Compendium of Classification Opinions includes a list of the most significant/difficult classification decisions taken by the Harmonized System Committee.

  • Alphabetical Index

    To facilitate the location of references in the Harmonized System Nomenclature or in the Explanatory Notes to any of the products or articles mentioned therein, the WCO has also published an Index.
