As part of its modernisation initiative, Palestine Customs decided to initiate the reform process of its Human Resource Management (HRM) by adopting and implementing a competency based approach. The mission was very timely since HRM has been identified as one of the strategic priorities of Palestine Customs.
This Workshop took place in Tunis from 6 to 11 February 2007 with the objective to give momentum to the HRM modernization process by creating solid foundations for a modern competency-based system. The Workshop was funded by the United Kingdom through Her Majesty’s Revenue and Customs (HMRC).
During this mission, participants discussed the strategic role of the HRM and were guided in the development of the job catalog, the competency framework, the competency dictionary, and some jobs descriptions. Recommendations on how to move the HRM modernisation process forward have been made by the participants together with the experts to be submitted for approval by the committee in charge of reforming the HRM system.
Finally, it was agreed that the WCO expert on Human Resources will provide remote support to help finalize the design of the competency based approach tools. The WCO is looking forward to continue its collaboration with Palestine Customs.
