Tunisia is revamping its Training System

Following a request from Tunisian Customs, a WCO team conducted a diagnostic mission in Tunis, from 4 to 8 March 2019, to assess the Customs training system. The mission is part of the support provided by the WCO to assist Tunisian customs in implementing the strategic project on the modernisation of human resources management and in particular the design and implementation of a competency development process.

The main objective of the mission was to evaluate the current training system through comparison with WCO Standards and international best practices in this area and propose recommendation towards its improvement. The holistic methodology adopted by the WCO experts, which included, inter alia, meetings with internal and external stakeholders involved in the training scheme, allowed for the review of the strategic training documents and the identification of gaps and weaknesses regarding the ability of the current training system to fulfil its functions in a way that is cost-effective, equitable and sustainable.

An Action Plan with realistic, measurable objectives and standards for evaluation was developed and presented to the Director General during the last day by the project team.  The WCO will continue to provide assistance to the training modernization team to enable them finalize the design of a comprehensive competency based training system.
