RECOMMENDATION OF THE CUSTOMS CO-OPERATION COUNCIL
CONCERNING THE ADOPTION OF A LAY-OUT KEY
FOR THE GOODS DECLARATION (OUTWARDS)

THE CUSTOMS CO-OPERATION COUNCIL,
DESIRING to facilitate the accomplishment of formalities in international trade by the introduction of Customs forms capable of being included in an aligned series of documents,
HAVING regard to the work of simplification and standardization of external trade documents carried out within the Economic Commission for Europe (ECE),
CONSIDERING that the lay-out key for such documents prepared by the ECE can also be used for Customs purposes, and in particular as a basis for the Goods declaration (outwards),
CONSIDERING that such a lay-out key should, however, contain the information required for Customs and statistical purposes and that the lay-out key in Appendix I to the present Recommendation takes account of these requirements,
RECOMMENDS that, when preparing new forms of Goods declaration (outwards), Members of the Council and members of the United Nations Organization or its specialized agencies, and Customs or Economic Unions should use as far as possible the lay-out key in Appendix I, in accordance with the Notes in Appendix II,
REQUESTS Members of the Council and members of the United Nations Organization or its specialized agencies, and Customs or Economic Unions which accept this Recommendation to notify the Secretary General of the Council of the date from which they will apply the Recommendation and of the conditions of its application. The Secretary General will transmit this information to the Customs administrations of all Members of the Council. He will also transmit it to the Customs administrations of the members of the United Nations Organization or its specialized agencies and to Customs or Economic Unions which have accepted this Recommendation.
