Regional Workshop on Capacity Building, Regionalization and Customs Modernization in the ESA Region

 

Durban, 27 – 30 July 2010

From 27 to 30 July 2010, a Workshop on Capacity Building, Regionalization and Customs Modernization was conducted in Durban, South Africa. The 4 day workshop brought together about 25 participants from Member Countries of the WCO East and Southern Africa Region and was financially supported by the Eurocustoms funds.

The workshop began with a welcome address by Mr. Erich Kieck, WCO Capacity Building Director-elect, who was followed by an introduction session during which the participants introduced each other and spoke about their expectations for the workshop.

The workshop was designed with a focus on maximizing discussions amongst participants with a particular emphasis on group work. During the course of the workshop various issues arising out of efforts in Customs Modernization were reported by the participants. On issues regarding regionalization the participants voiced out the urgent need for the members to provide the necessary resource support to the Regional Office for Capacity Building (ROCB). In turn the ROCB has to be proactive in showing to the members the relevance of its existence in order to encourage them to provide the required support.

The workshop underlined the importance of a holistic capacity building approach for customs modernization. The views and perceptions about the challenges faced in the region regarding capacity building led to qualified recommendations drawn up by the participants.
