West and Central Africa 1st Meeting of the Regional Working Group on Strategic Management

Customs administrations in the WCO West and Central Africa held their 1st meeting of the Regional Working Group on Strategic Management from February 2 to 4, 2010 in Yaoundé. The working group, lead by the administration of the Cameroon, met to analyze and discuss a number of issues related to the efficient and modern management in Customs. This initiative is part of the region’s efforts to provide opportunities to its members to examine key elements of organizational development and Customs modernization.

The 1st meeting, held with the support of the WCO Secretariat and the Regional Office for Capacity Building, brought together participants from Cameroon, Central African Republic, Democratic Republic of the Congo, Gabon, and Chad. The Customs administration of Morocco also made a senior representative available to participate in the meeting and support the working group.

Participants discussed issues such as results-based management, strategic planning, and the role of management in improving organizational performance. The working group also outlined a number of recommendations related to management training and the need for every administration in the region to develop a strategic modernization plan. Members in the region will also be encouraged to establish a unit within their organization that will oversee and manage their respective modernization initiatives.

A calendar of activities and deliverables was developed and will lead to the publication of a number of recommendations and information products to further support the capacity building efforts of Members in the region. The results from this working group will complement the efforts of other regional groups looking at human resources development, ethics and good governance, and the implementation of key WCO instruments and conventions. The WCO will continue to support these regional working groups through the provision of experts over the coming years.
