The WCO recently provided assistance to Angola Customs on Customs valuation. The mission focused in particular on infrastructure requirements for conducting effective valuation controls. Meetings were held with key personnel to gain a better understanding of the current challenges facing Angola Customs. Advice was provided on a number of issues including the strengthening of the risk management system and conducting valuation controls after clearance of imported goods (known as post-clearance audit) which helps to meet the twin objectives of efficient revenue collection and facilitation of compliant trade.
A short workshop was held during the mission for Customs personnel from both headquarters and operational sections, covering many aspects of Customs valuation, including issues relating to multi-nationals such as transfer pricing and royalties.
