Customs Valuation Workshop for the Customs Service of the Republic of Moldova in Chisinau (22-26 June 2015)

The WCO recently conducted a five-day workshop dedicated to Customs valuation for the Moldovan Customs Service. Twenty Customs officers representing Customs Valuation and Post Clearance Audit Divisions took part in the event.

Valuation methodology and issues concerning practical application of the WTO Valuation Agreement were covered by the workshop. Special attention was given to the establishment and proper use of a valuation database as a risk assessment tool, when questioning the declared Customs value, as well as the procedure to follow by the Customs authorities in order to satisfy themselves as to the truth or accuracy of the declared customs value.

Additionally, issues concerning the determination of Customs value of used goods as well as treatment of assists and licence fees for Customs valuation purposes were discussed during the workshop. Finally, the topic of advance rulings for valuation, as envisaged under the WTO Agreement on Trade Facilitation, was briefly presented to the participants.
