The WCO, in cooperation with the ROCB A/P and the Australian Department of Immigration and Border Protection, organized the WCO A/P Regional Workshop on Non-Intrusive Inspection from 12 to16 September 2016 at the Melbourne Customs House of the Australian Border Force (ABF) under the sponsorship of CCF/Japan.
Amidst of the mounting security concern around the world, this regional workshop was designed to provide a comprehensive understanding of the principles in the WCO SAFE Frameworks of Standard (FoS) and the WCO’s Security Programme by examining the latest development of the SAFE FoS, good practices in the identification of high-risk containers through the application of a tactical risk management approaches, and the latest technologies available. Issues of procurement and maintenance of NII scanners were also examined.
Participants were briefed of the WCO’s on-going initiatives in developing a standard to allow interoperability of different NII equipment bought from different manufacturers; exchange of images within and between Customs administrations; and developing the database thereof for possible development of training module.
In the course of the Workshop, participants were taken on a site visit to the Melbourne NII facility, where the new large-scale NII scanner was installed recently, and observed ABF’s NII practices as well as supplementary facilities, such as mini-laboratory and health and safety equipment.
