A Joint WCO-UNCTAD Mission Reviews Progress of LRA Performance Management Pilot

The World Customs Organization (WCO) and UNCTAD embarked on a joint mission to Liberia, as part of a pilot to implement a Performance Measurement system, jointly funded by UNCTAD and the WCO-Norad Customs Capacity Building Project.  

The mission, which was conducted in Monrovia, 19-23 June 2017, was the final in the programme of support. A WCO expert in performance measurement assessed the impact of the implementation of the ASYCUDA Performance Measurement Module (ASYPM), namely the utilization of the performance management system on the strategic performance indicators identified during the previously conducted pilot.  The WCO expert also observed and assessed the communication and effectiveness of the monthly management meetings to discuss and make decisions based on these indicators.

Thanks to figures produced through the performance measurement system, some administrative decisions have been taken by the commissioner of customs, including the change of certain procedures. In addition, the transparency due to the system has reduced the asymmetry of information between the senior staff and the grassroots officers. The results are notable improvements in revenue collection, the dwell time and elimination of some bad practices.
