Mali Customs Administration successfully adopts competency-based HRM tools

Under the auspices of the WCO-WACAM Project funded by Sweden, an expert mission was held to support Mali Customs Administration in the field of HRM from 07 to 11 August 2017 in Bamako, Mali. The main objective of the mission was to conduct communication and modernization reforms activities related to HRM, both internally (within all Departments of the Customs Administration) and externally (within the Ministry of Economy and Finance, and the Ministry of Public Administration).  

A Human Resources Management (HRM) expert from the region participated to the mission by adopting a knowledge transfer approach, thus enabling the sensitization and knowledge exchange with 70% of the staff of Mali Customs Administration (excluding the north of the country) on the new HRM system consisting in the adoption of a competency-based approach.  

Throughout the working sessions, participants not only viewed favourably this new approach, but actively participated to the discussions by providing key recommendations related to the modernization of HRM in their administration (in areas such as recruitment management, training, staff assignment/reassignment, career management and staff performance).

Furthermore, in order to sensitize the top hierarchy of the country to this new approach by harmonizing it at the national level, two important working sessions were held with the Ministry of Economy and Finance and with the Secretary-General of Public Administration, during which the latter expressed major interest in the approach, and expressed their wish to have it adopted within the other departments of the public service.
