The World Customs Organization (WCO) and UNCTAD embarked on a joint mission to refresh work with Liberia Revenue Authority (LRA) to establish a performance management and monitoring system. The mission, under the framework of the Norwegian Agency for Development Cooperation (Norad) Customs Capacity Building Project, aimed to review the status of implementation of the ASYCUDA Performance Measurement Module (ASYPM) and put in place practices and procedures to support its use in line with the WCO’s guidelines on performance measurement.
Performance measurement means using data contained in an automated Customs clearance system to produce information on specific Customs procedures, including the actions of Customs officers and traders. Several Customs administrations have demonstrated interest in this approach that enables Customs leaders to have an overall and objective understanding of their administration in order to improve effectiveness and efficiency, as well as reducing practices that could be linked to corruption. The work during the mission focused on identifying key performance indicators to be drawn from the ASYPM system, in line with LRA strategy and the putting into place of regular reporting procedures in order to support top management decision-making. Best practice was given from the experience of Cameroon Customs implementing performance measurement systems.
This mission took place in Monrovia, 9-13 January 2017.
The WCO-Norad Customs Capacity Building Project 2012-17 aims at delivering technical assistance to seven countries: Timor-Leste, Liberia, Mozambique, Nicaragua, Rwanda, Tanzania and Vietnam. For more information, please contact the Project Manager, Ms. Andrea Hampton (Andrea.Hampton@wcoomd.org)
