Following a request from Sudan Customs, recognizing the strategic importance of human resources in creating organizational value, the WCO completed a five day workshop in Khartoum on the 25 to 29 of December to support Sudan Customs in designing and implementing a competency based approached in their Human Resource Management. The workshop was funded by the United Kingdom through Her Majesty’s Revenue and Customs (HMRC).
The main objective of the workshop was to assess Sudan Customs current Human Resource Management using the WCO Human Resource diagnostic tool. In addition, the participants from the Human Resource Modernization team, were guided in the development of tools with a competency based approach (job catalogue, competency framework, job descriptions and competency dictionary).
To strategically drive the modernization, a roadmap covering all activities as well as some recommendations was also drawn up and validated by the Human Resource Management Steering Committee as well as the top management. The WCO expert on Human Resources will provide remote support to help the HRM modernization team finalize the design of the competency based approach tools to launch the change management process by Autumn 2017.
