A Training of Trainers programme for French-speaking ESA Members launched in Mauritius

The first Workshopi of the Regional Programme of Training of Trainers (ToT), intended for the French-speaking trainers of the East and South Africa Region (ESA), was conducted at the WCO Regional Training Centre in Mauritius from 23 to 27 October 2017. The objective of this programme is to develop a regional pool of skilled French-speaking trainers specialised in the Revenue Package, in order to enhance their training delivery techniques and to prepare them to disseminate high-quality training within their respective administrations and within the ESA region. This session was financed by the Finnish Customs Cooperation Fund (CCF Finland), via the WCO-ESA Project II.

The session was facilitated by experienced facilitators of the Mauritius Revenue Authority and the WCO Secretariat, who used the ToT training material recently developed by the WCO WACAM Project. This Workshop focused on methodologies and techniques to deliver training. It also included pre-learning about the Tripartite Agreement concluded between the Regional Economic Communities COMESA, SADC and CEA (via e-Learning modules made available on the CLiKC! platform). 14 selected trainers from 5 administrations from the ESA region participated in the workshop and received individual feedback on their performance as trainers.

By engaging in the ToT project, the participants and their respective administrations committed to be actively involved in delivering training and to provide feedback on their training practice. The participants were encouraged to pursue their efforts in performing as trainers in the next few months, before engaging in the next workshops of the programme. In this way, the participants’ progression in terms of training techniques and their newly acquired skills will be evaluated and measured.
