Risk-based passenger controls at Entebbe Airport, Uganda

Fifteen (15) Customs officers from Uganda Revenue Administration (URA) participated in a WCO Airport Compliance and Enforcement Officer (ACEO) workshop from 10 to 14 December 2018.

The workshop was held at URA offices / training room at Entebbe International Airport and the first four days focused on theoretical aspects such as Legislation, Risk Management, Passenger Profiling, Communication, Interview Techniques, API / PNR, Concealments, Search Techniques, Behavioral Analysis, Active Listening and Note Taking.

The final day consisted of on-the-job training where participants applied what they had learned by observing and targeting passengers arriving on high-risk flights.

ACEO training is underpinned by enhancing risk management capabilities with a particular focus on risk-based passenger selectivity. Participants examine the elements of risk assessment, profiling and targeting, together with use of information and intelligence.

Specific techniques covered also include verbal and non-verbal risk assessment, questioning methodologies and systematic examination procedures for small items, hand baggage, checked baggage and search of persons. The program is mostly practical and topics are delivered through many individual and group tasks, simulation exercises and role- plays.
