The WCO has responded positively to the request for technical assistance of the General Administration of Customs of Haiti (GAC) to set up a Customs Valuation Centre in order to enable the General Administration of Customs to carry out its core functions independently.
A new Customs Code which integrates the provisions of the Agreement on Implementation of Article VII of the GATT 1994 (WTO Agreement on Customs Valuation) is being finalized.
In this context, two experts from the WCO Secretariat carried out a diagnostic mission to evaluate the actual Customs valuation control system of the GAC and to propose appropriate measures necessary to implement effectively the WTO Agreement on Customs Valuation. This mission was supported by Customs Cooperation Fund Eurocustoms.
During the mission, which was held in Port-au-Prince from 5 to 9 February 2018, the experts worked with the different Directorates of the GAC concerned with valuation and valuation control of imported goods. They also had meetings with the representatives of the private sector as well as with the representatives of declarants.
The preliminary findings of the current situation were presented to the General Administration of Customs to wrap up this mission.
