With a view to implementing an effective “Blue Channel” for post-clearance audit (PCA), in accordance with the WCO PCA Guidelines and for trade facilitation purposes through enhanced risk management (RM) capacities based on the requirements of the World Trade Organization’s (WTO) Trade Facilitation Agreement (TFA), the State Revenue Committee of Armenia requested WCO support in organizing a joint RM and PCA diagnostic mission. This mission was made possible through the support of the Eurocustoms Fund.
The RM/PCA diagnostic mission was conducted from 29 May to 1 June 2018 in Yerevan, Armenia. The mission started with an introduction to the WCO’s RM framework and PCA concept, followed by presentations on the RM and audit systems currently in place in the Armenian Customs Service, State Revenue Committee. The mission held discussions with senior management and specialists from the various directorates and services within the Armenian Customs Service, including RM, PCA, Customs Training Centre and Legal Affairs. The mission officials also visited Araratyan Customs House in Yerevan.
The State Revenue Committee welcomed the WCO’s expertise in the areas of RM and PCA, and is looking forward to receiving the recommendations stemming from the diagnostic mission. The State Revenue Committee also expressed its appreciation for the ongoing support provided by the WCO in other areas of Customs’ work.
