National Workshop on Customs Valuation and use of a database in Montenegro

The WCO conducted between 25 and 27 March a Workshop for Officials of Montenegro Customs on Customs valuation and the use of a valuation database as a risk assessment tool.

Fifteen Customs officials working in the areas of Post Clearance Audit, Risk Management and Customs Clearance Offices attended the Workshop funded by the CCF Eurocustoms.  The Workshop was held at the Customs Training Centre in Podgorica.

The program consisted of sessions on the different methodologies of the WTO Agreement on Customs Valuation and in-depth presentations, discussions and exercises, while focusing on the transaction value method.  The requirements including the practical challenges to effectively implement the Agreement and the tools developed under the Revenue Package were also covered.

The participants actively interacted with the facilitators on different topics and particularly the way to proceed when Customs has doubts about the declared value and examined in group a couple of local practical cases.

As a result, officers have refreshed and increased their knowledge of the Customs valuation principles in accordance with the WTO Customs Valuation Agreement.
