At the invitation of the United Nations Office on Drugs and Crime (UNODC), the World Customs Organization (WCO) participated in the 10th session of the Implementation Review Group of the Conference of the States Parties to the United Nations Convention against Corruption, held in Vienna, Austria, from 27 to 29 May 2019.
The platform of the Implementation Review Group centers on assisting the State parties to the United Nations Convention against Corruption (UNCAC) in having an overview of the review process for the purposes of identifying good practices and Members’ challenges as well as to detail technical assistance matters and ensure the effective implementation of UNCAC. This group also facilitates to the exchange of experiences and information among States Parties.
The Review group’s theme for the 10th session is the analysis of information on practices, challenges, observations and technical assistance needs revealed from the country reviews of chapter V (Asset Recovery) of the UNCAC. Topics debated during the session also included: performance of the mechanism for the review of implementation of the Convention; considerations of the set of non-binding recommendations and conclusions based on lessons learned concerning the implementation of chapters III (Criminalization and law enforcement) and IV (International cooperation) of the Convention; and a panel session on challenges, good practices, and lessons and procedures allowing the confiscation of proceeds of corruption without a criminal conviction.
During discussion of sub-item on “Synergies with the secretariats of other relevant multilateral mechanisms” of the session, the WCO highlighted its Integrity Programme and activities related to promotion of integrity and preventive measures against corruption in customs, as well as the on-going implementation of the WCO Anti-Corruption and Integrity Promotion project for Customs administrations. The WCO representative stressed how UNODC and WCO shared the same values and the importance of international cooperation in the fight against corruption was highlighted.
