New development strategy for the Inter-State School of Customs (ISSC) of the Economic and Monetary Community of Central Africa (EMCCA)

Following a request from the Inter-State School of Customs top management, a WCO team conducted a diagnostic mission in Djiblohou (Equatorial Guinea), from 30 September to 4 October 2019, to assess the current training system. This mission is part of the support provided by the WCO to assist regional training entities in implementing competency-based training process.

The Inter-State School of Customs was established by the EMCCA in 22 December 1972 in Bangui (central Africa) to provide basic customs training to all categories of customs staff in the region. The school has been out of business for more than 4 years for political and security reasons and moved in 2018 to Djiblohou in Equatorial Guinea.

The main objective of the mission was to assess all the component of the current training system using the WCO Standards, international and regional best practices in this area and propose recommendation towards its improvement as well as designing a new development strategy for the School. The diagnostic mission was facilitated by gathering strategic documents and tools as well as information from the ISSC prior to the mission through the training and development part of the People Development Diagnostic tool (PDDT). This was followed by on-site discussions with the main stakeholder (senior management, trainers, administrative staff and beneficiaries of the training…etc.).

Based on the detailed discussions and analysis, the WCO diagnostic team elaborate a holistic diagnostic report and recommended a set of measures that the ISSC management could undertake to fulfil its functions in a way that is cost-effective, equitable and sustainable. In addition, WCO team together with all the school staff elaborate a new development strategy with realistic, measurable objectives and activities to further expand and enhance the training system by adopting the Competency-based paradigm. The WCO will continue to provide assistance and support to the training modernization team to enable them finalize the design of a comprehensive competency based training system.
