At the request of the National Customs Service of Ecuador (SENAE), the WCO carried out a remote diagnostic mission between 8 and 15 November 2021 to support the implementation of the Agreement on Trade Facilitation (TFA) of the WTO.
The mission was delivered within the framework of the WCO Mercator Programme and included multiple meetings with different areas of SENAE that allowed the WCO experts to understand the general aspects of its regulations, projects and progress made in customs modernization, particularly in those areas that are related to the provisions contained in the TFA. In addition, meetings were held with the National Committee on Trade Facilitation, other border agencies, and representatives of the private sector.
With this work, the WCO experts were able to identify areas where greater support through technical assistance and capacity building may be required.
In joint and collaborative work with SENAE, the WCO experts developed a Multi-Year Mercator Implementation Plan that will form the basis for future WCO support and will facilitate greater engagement with other Government agencies and private sector stakeholders involved in the reform for trade facilitation.
