On 12 and 14 July 2022, senior officials from Guyana Revenue Authority (GRA) participated in a virtual training workshop on Promoting a Culture of Integrity.
The workshop was developed and delivered under the WCO Anti-Corruption & Integrity Promotion (A-CIP) Programme, in response to specific needs identified by some partner administrations, including GRA.
These administrations are striving to reinforce their organizational culture around integrity through change management, supportive work environment and staff engagement. This initiative is in line with the Morale & Organizational Culture key factor of the WCO Revised Arusha Declaration.
Officials with key functions having an impact or influence on the overall GRA organizational culture, such as strategic planning; human resources; trade policy, operations, investigations, amongst others, attended the event facilitated by WCO experts from the A-CIP Programme and the Canada Border Services Agency (CBSA).
Constructive conversations allowed the participants to reflect on some key definitions (culture, sub-culture, culture of integrity, culture of leadership); outline key components or demonstrations of the GRA organizational culture (strengths and gaps); consider the ten key factors of the WCO Revised Arusha Declaration as a vehicle for cultural change. The participants also discussed ways to leverage the results of the Customs Integrity Perception Survey (CIPS) from a culture perspective.
During his closing remarks, a GRA lead official acknowledged that this virtual workshop was a first step to a collective transformative journey and reiterated GRA engagement in the WCO A-CIP Programme.
