From 14 to 18 August 2023, within the framework of the SECO-WCO Global Trade Facilitation Programme (GTFP), the Royal Malaysian Customs Department (RMCD) hosted a delegation from the State Customs Committee (SCC) of the Republic of Uzbekistan, in Putrajaya, Malaysia, for a Study Visit in the area of Single Window (SW) development and implementation.
During the study visit, participants observed the electronic Customs-related transactions and duty payments and electronic document transfer between members of its trading community made up of manufacturers, importers and exporters, forwarders, shipping agents, banks, permit issuing agencies, and Customs, offering tangible insights into the successful integration of systems.
The SCC delegation visited the RMCD Headquarters, the operator of Malaysia’s National Single Window (NSW) for Trade Facilitation, the Kuala Lumpur International Airport (KLIA Cargo) and the Pos Malaysia International Hub to have an inclusive understanding of the business processes, organizational dynamics, historical development phases of the NSW and stakeholder coordination pivotal to successful system implementation at an administrative and operational level. Of particular interest was the interconnectivity of the Single Window with private sector stakeholders such as brokers, couriers, carriers, and warehouse operators.
Furthermore, at the RMCD Selangor Office, the participants were presented with the working method and the coordination of various units in the implementation of risk management on a practical basis in processing import and export transactions and observed how the process is implemented as aligned with the SW.
The wide-ranging experience shared by the RMCD and the valuable lessons learnt will be instrumental for the SCC in implementing on the ground of the SW, which is in the process of continuous development, corresponding business process re-engineering, collaboration with the stakeholders to enable interconnectivity in facilitating coordination mechanisms for interagency cooperation.
