Guyana’s Customs collaborates with WCO to modernize their Customs processes and promote integrity

The Guyana Revenue Authority (GRA) is taking substantial measures to modernize its Customs processes in partnership with the WCO Anti-Corruption & Integrity Promotion (A-CIP) Programme. Funded by Canada, this collaboration also exemplifies GRA's commitment to strengthening the promotion of integrity and combatting corruption.

From 26th to 30th June 2023, a team of WCO experts conducted a technical assistance mission related to Customs Tariff Classification. The main objectives were to assess the current state of classification practices, conduct a gap analysis of procedures based on international good practices, and identify integrity risks associated with the Customs Tariff Classification procedures. These efforts align with the WCO Revised Arusha Declaration Regulatory Framework and Reform and Modernization key factors.

Over the week, WCO experts engaged with GRA departments having responsibilities in Tariff Classification. Senior officials actively participated in the meetings, demonstrating their commitment to addressing related challenges in a solution-oriented manner. This collaborative approach fostered productive discussions and facilitated a comprehensive assessment of the current processes.

On the final day, the WCO experts presented their key findings and recommendations to the Comptroller of Customs and some senior GRA officials. The Comptroller reiterated the administration’s commitment to enhancing the efficiency and effectiveness of their operations and using the Tariff Classification international standards as a benchmark.

By doing so, GRA will continue to play a key role in creating an environment conducive to fair trade practices and free of corruption, thereby contributing to economic growth in Guyana.
