A WCO Middle Management Development (MMD) train-the-trainer workshop was held from 27 June to 06 July 2023 in Panama City, Panama, for the beneficiaries of the SECO-WCO Global Trade Facilitation Programme (GTFP) funded by the Swiss Secretariat of Economic Affairs (SECO) and the Anti-Corruption and Integrity Promotion (A-CIP) Programme funded by Canada and Norway. Sixteen middle managers from the Customs Administrations of Panama, Bolivia, Colombia, Ecuador, El Salvador, Guatemala, Honduras and Nicaragua attended the workshop.
The objective of this workshop was to train prospective trainers capable of supporting the implementation of the MMD training programme at national and regional levels. During the workshop, the participants delivered training material, exchanged information, and shared their experiences as middle managers.
The MMD is the third core element of the WCO LMD Programme. It supports middle managers of Customs administrations to expand their knowledge and understanding of modern management by developing in them the appropriate behaviour and attitude of a modern manager and equipping them with the fundamental skills necessary to manage themselves, their teams, stakeholders and the organizational strategy and culture on a daily basis.
In addition, the WCO A-CIP and SECO programmes’ involvement in the workshop demonstrated managers’ recognition of the importance of the synergies between trade facilitation and integrity. The new MMD trainers will be able to take these messages back to their administrations and continue to strengthen transparency and predictability for trade in the region.
