From 17 to 21 April 2023, the SECO-WCO Global Trade Facilitation Programme (GTFP) held a follow-up mission on Time Release Study (TRS) in Bolivia to provide further guidance to the TRS working group of Bolivia towards implementing its TRS and running a pilot test.
The activity constituted a component of blended assistance initiated in the previous month, with remote sessions to assess the progress made by Bolivia and provide recommendations to enhance their TRS questionnaires for data collection. During this 5-day mission, the WCO experts fostered the group of participants to review the final questionnaires, participate in the pilot test and examine the pilot’s results following the WCO TRS Guide.
At the end of this mission, the Experts provided recommendations to optimize the Study and identified the following steps to complete the TRS during the first semester of 2023.
The Customs Administration of Bolivia plans to launch the Time Release Study in 2023 as part of its goal to increase compliance with the World Trade Organization (WTO) Trade Facilitation Agreement (TFA), whose Article 7.6 requires Members to measure and publish the average release time of goods.
