From 6 to 9 November 2023, Jordan Customs Department (JCD) and WCO experts met with various stakeholders to discuss ways to enhance their collective action to promote integrity.
Following scoping activities conducted with JCD in 2020, an A-CIP project plan was developed, identifying priorities on which the WCO's technical assistance and capacity building support under the Programme would focus.
This in-country mission contributed to the specific priority, “Level of transparency with service recipients increased”. This outcome relates to the WCO Revised Arusha Declaration key factor, Transparency.
The meetings focused on two main components: the Customs Integrity Perception Survey (CIPS) results and the Authorized Economic Operator (AEO) Programme.
First, JCD and stakeholders reviewed the results of the Customs Integrity Perception Survey (CIPS) conducted in Jordan in January and February 2021 with the support of the WCO Anti-Corruption & Integrity Promotion (A-CIP) Programme. Stakeholders actively provided their views and perspectives, emphasized their needs, provided ideas for improving JCD’s service offer, and explored joint opportunities to fight corruption.
Second, the discussions focused on increasing participation in the AEO Programme in Jordan, called the ‘’Golden List’’. Participants constructively shared their concerns and needs. All through the discussions, the participants adopted a solution-mode approach that led to ideas to increase the number of operators adhering to the programme, such as better visibility of the Programme and inclusion of free zones.
Jordan Customs Department acknowledged the stakeholders positive contributions and committed to work on the basis of the proposed ideas and to report on their progress in future meetings.
The partners agreed to continue meeting, with the aim to strengthen the business environment and enhance collective action in the fight against corruption.
