Culture of Integrity Workshop for The National Customs Agency of Mexico

From 02 to 06 October 2023, a team of officials from the National Customs Agency of Mexico (ANAM) participated in an activity focused on enhancing the Culture of Integrity. The workshop was developed and delivered under the WCO Anti-Corruption & Integrity Promotion (A-CIP) Programme in response to specific needs identified by ANAM.

Through change management, a supportive work environment, and staff engagement, ANAM is investing in the consolidation of its organizational culture of integrity. This initiative is structured around the WCO Revised Arusha Declaration key factor of Morale and Organizational Culture, which aims to encourage employees at all levels to be actively involved and to accept an appropriate level of responsibility for the integrity of the administration. 

WCO Member experts from the National Customs Directorate of Uruguay (DNA) and the National Federal Administration of Public Revenue of Argentina (AFIP) facilitated the event in Mexico City, which counted on the participation of officials from strategic areas that influence ANAM's organizational culture, such as strategic planning, human resources, communications, operations, and internal affairs.

Constructive conversations enabled participants to reflect on Morale and Organizational Culture, guiding the development of a customized plan tailored to ANAM's specific needs and leveraging the tools and instruments provided by the WCO. As a result, the foundational training plan developed during the workshop encompasses fundamental principles in promoting integrity, while the intermediate-level training plan is built upon integrity-building concepts, including leadership, training, communication, gender equality, and diversity.

Additionally, these discussions facilitated the identification of key components and manifestations within ANAM's organizational culture, shedding light on the strengths and the areas for improvement. They also prompted consideration of the ten key factors of the Revised Arusha Declaration as catalysts for cultural transformation.

The WCO A-CIP Programme currently supports more than 20 countries in five WCO regions, with funding from Norad and Canada.
