The inaugural meeting of the WCO Performance Measurement Mechanism Project Team (PMMPT) marked a significant milestone in ensuring the successful implementation of the first WCO Performance Measurement Mechanism. Held from February 5 to 6, 2024, this gathering showcased a remarkable assembly of participants, underscoring a shared commitment to actively contribute to the realization of the WCO Performance Measurement Mechanism (PMM) through the deployment of an innovative, fully digitized PMM Platform.
Deputy Secretary General of the WCO, Mr. Ricardo Treviño Chapa, set an inspiring tone by warmly welcoming delegates and acknowledging their outstanding contributions thus far. He emphasized the pivotal role of the PMM in assessing the efficiency and effectiveness of Customs competences, evaluating the application of key WCO instruments, and aligning the PMM with the United Nations Sustainable Development Goals (SDGs). Mr. Treviño Chapa stressed the imperative need for active participation and insightful contributions to effectively mould the future trajectory of the PMM.
Mr. Sean BORG from the Canada Border Service Agency and Mr. Shinji ODA from Japan Customs were elected as Chairperson and Vice-Chairperson for the PMMPT, respectively.
The first PMMPT meeting unfolded with robust discussions, particularly focusing on the inception phase of the inaugural assessment cycle under the PMM. Delegates shared national practices on performance measurement and highlighted early applications of PMM deliverables at the national level. The delegates delved into the maintenance procedure and explored ways to preserve the PMM's asset value, meet emerging needs, ensure feasibility, and exceed the expectations of Customs administrations. The adoption of the PMM Communication and Engagement Plan further underscored the commitment to effective implementation and inclusivity of the PMM.
The discussion also encompassed the strategic utilization of PMM results as a foundation for evidence-based decision-making, providing a roadmap for impactful investments on a national scale.
In his closing remarks, Mr. Taeil KANG, Director of the Capacity Building Directorate, urged Members to actively participate in the first cycle of the PMM. He highlighted the myriad benefits, including its capability to inform evidence-based decisions, secure impactful investments, identify process strengths and weaknesses, set reform agendas, and facilitate evidence-based benchmarking for continuous improvements.
As the meeting concluded, Mr. Sean BORG from Canada Border Service echoed the collective sentiment of enthusiasm and commitment, setting the stage for a transformative journey towards excellence in global customs practices.
