WCO Data Model

The WCO Data Model (WCO DM) has been the data foundation for global trade interoperability for over two decades. It was developed to provide a universal language for cross-border data exchange enabling the implementation of Single Window systems and fueling data analytics. It is a compilation of clearly structured, harmonized, standardized, and reusable sets of data definitions and electronic messages designed to meet the operational and legal requirements of Customs and other cross-border regulatory agencies (CBRAs) responsible for border management. It is mapped to the United Nations Trade Data Elements Directory (UN/TDED) and leverages standards established by international organizations such as the United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT) and the International Organization for Standardization (ISO) to ensure global interoperability. Adoption of the WCO DM significantly reduces costs and improves efficiencies for Members and other stakeholders, including the business community.

Version 4, the latest iteration, introduces substantial enhancements to address evolving user needs in the rapidly changing global trade landscape, as advancements in technology make data more accessible. With the WCO DM Version 4, users are positioned at the forefront of these advancements, benefiting from significant improvements and comprehensive support for cutting-edge technologies.

The WCO DM is user-friendly accessible using the WCO DM App, a free interactive web-based application allows users to easily view, search, and compare data elements in the WCO DM without the need to navigate through multiple platforms. Additionally, the WCO DM App provides access to guidance materials and Information Packages (subsets of the WCO DM), significantly reducing the time it takes to perform key implementation tasks such as data mapping.

New technological developments in Information and Communications Technology (ICT) systems offer significant technological advancements, leading to faster, more reliable, and efficient systems. As more service providers offer these technological services, the required investment decreases making modernizations more practical. The WCO DM can be implemented in a modern technological environment harnessing the latest electronic message formats and exchange protocols with support of the JSON message format and API.

Beyond Customs requirements, the WCO DM also includes harmonized datasets that facilitate inter-agency collaboration within a Single Window environment eliminating redundancy in export, import, and transit procedures. These datasets were developed by the WCO in cooperation with relevant international organizations, such as the International Maritime Organization (IMO), Universal Postal Union (UPU), and CODEX.
